photo of Joan HeadleyJoan L. Headley, MS, graduated from Huntington University, Huntington, Indiana, in 1969 with a degree in biology. In 1974, she received her MS in Education from Indiana University, Bloomington. She has been executive director of Post-Polio Health International (PHI) since 1989. She currently is Chair of the Board of Paraquad, Inc., Saint Louis’ independent living center.

Before joining GINI (now PHI) in 1987, she taught junior high science and high school biology in LaGrange County, Indiana. She had polio in 1948 at 15 months.

She edits Post-Polio Health, Ventilator-Assisted Living, and PHI Association Member Communiqué, and co-edited PHI's Handbook on the Late Effects of Poliomyelitis for Physicians and Survivors©.

She currently collaborates with the John P. Murtha Neuroscience and Pain Institute (JPMNPI) in organizing monthly conference calls for post-polio clinic directors. She has coordinated five of PHI's international conferences; collaborated with the staff of RWSIR on PHI’s 10th conference (2009); presented at 55+ meetings; served as a non-medical member of the Post-Polio Task Force; and served on the March of Dimes International Conference executive steering committee. She also is a Master Trainer for the Stanford-based Chronic Disease Self-Management Program (CDSMP).


In addition to Joan L. Headley, Post-Polio Health International (PHI) currently employs one other full-time staff person and utilizes several freelance personnel for accounting, design, editing, etc.

Brian M. Tiburzi joined the staff in late April 2008 as assistant to the executive director whose responsibilities are many and varied. In addition to computer knowledge and writing skill, Brian's background includes graduate and undergraduate degrees in history.

Sheryl R. Rudy worked on the Rehabilitation Gazette for Gini Laurie at Just Your Type in the '70s and continues today as a freelance designer for the organization's publications. She is also the webmaster for the PHI and IVUN websites.

Gayla Hoffman


Gayla Hoffman joined PHI in 2010 as editor of Post-Polio Health. Gayla has been associated with the organization as a member of the board of directors and a volunteer on special projects since the '80s. A graduate of the University of Missouri School of Journalism, she has more than 30 years' experience in corporate public relations and for the past 10 years has worked as a freelance writer/editor on health care, energy and telecom topics.

Judith Raymond Fischer, MSLS, retired as editor of Ventilator-Assisted Living (formerly IVUN News) at the end of 2005, but continues to serve IVUN as Information Specialist.
